Drug Prevention Stakeholder Map

Efforts to raise the quality of prevention in Europe have been taken for a number of years. One of them is the current project “Building effective drug prevention results across Europe, based on prevention systems analysis and widespread professional training – ASAP” (http://asap-training.eu). The project is led by A.Li.Sa (Azienda Ligure Sanitaria) Regione Liguria of Italy while the National Bureau for Drug Prevention is the Polish partner. A dozen of others institutions were involved too in the ASAP from Austria, Belgium, Croatia, Estonia, Hungary, Italy, Slovenia, Latvia, Lithuania, and Portugal.

The ASAP project featured the Work Package two (WP2) module, whose one of the main goals was to identify the key stakeholders in drug prevention (key prevention stakeholder) in the different EU Member States. In order to collect data, a questionnaire was developed and sent to all EU Member States (REITOX Focal Points as well as key institutions in the field of drug prevention). The stakeholders were put onto a stakeholder map that included their contact details. The stakeholder map was designed to identify the person that will be recruited from stakeholders and civil society organizations to be involved in the training phase (WP3).

The map includes institutions that we have been able to identify under the ASAP project. We realize that they do not account for the whole institutional spectrum of drug prevention; that is why we are going to update the map based on the institutions we will receive from you.

As for the ASAP participant countries, we included contact details for the persons that have taken part in the project and also provided ASAP trainings. They are listed on the pages of the respective countries.

The ASAP project featured an operational definition of a Key Prevention Stakeholder in the field of drug prevention, which helps to identify the stakeholder for the survey. In any country, we can distinguish a number of key drug prevention institutions such as:

  • stakeholders funding, implementing and coordinating prevention programmes (e.g. central institutions, municipalities, non-governmental organizations) both as providers as well as sponsors – key institutions are the ones which have financed at least several programmes,
  • stakeholders implementing or designing prevention programmes (e.g. non-governmental organizations) – key institutions are the ones which have implemented or/and designed at least two programmes,
  • stakeholders in the field of drug prevention designing strategies, action plans, acting in advisory capacity in the field of prevention, implementing drug prevention standards or national system of recommendation of evidence-based programmes, system of certification centres, etc.,
  • entities which develop or adapt prevention programmes (e.g. non-governmental organizations or universities) – key institutions are the ones which have developed at least one evidence-based programme,
  • entities concerned with research into drug prevention (e.g. universities, institutes, etc.) – key institutions are the ones which have participated in at least one
  • international drug prevention project and/or have conducted at least one controlled outcome evaluation study of a drug prevention programme, stakeholders providing training in drug prevention – key institutions are the ones which have conducted at least several courses.

ASAP-Training project aims to promote:

  • System and complex approach to drug prevention identifying key stakeholders and conducting system analysis for the EU countries;
  • Prevention workforce competencies and skills on quality standards and prevention science through the design and implementation of a two-layered training process (training for Master trainers and Drug Prevention professionals);
  • The adaptation of quality standards in the different country systems applying existing guidelines.
  • Mechanisms to allow sustainability of project activities through creation of stakeholders networks (supported by »Virtual Community Platform« – VCP).

WP1: Management and Coordination
  • the project is carried out according to the settled time schedule and budget;
  • the project objectives are efficiently achieved;
  • an effective and coordinated work structure is created and maintained;
  • the Justice Programme rules are followed, maintaining a continuous link with the EC.
WP2: Drug prevention system analysis
  • to identify the key stakeholders in drug prevention across EU member states
  • to analyse the different models of drug prevention system and identifying their main characteristics
  • an effective and coordinated work structure is created and maintained;
  • to realize guidelines for the adaptation of quality standards (minimum quality standards and EDPQS) to EU countries with different prevention systems. In effect of the WP2 work they are going to be prepared a couple of outputs: drug prevention stakeholder maps; drug prevention system analysis); guidelines to adapt drug prevention quality standards to EU countries.
WP3: Design and implementation of a training on main prevention topics and prevention quality standards

This WP aims to build on existing training tools (such as EDPQS and EUPC) to bring them to a wider public in the prevention scientific and professional community. The training will follow the methodology of training of trainers (TOT). A two layered training process will be designed to train first master trainers (MT) and then drug prevention professionals (DPP). Training will include both presence and distance learning, supported by an e-learning platform.

WP4: Tools and support for online learning and best practices sharing

WP4 is in charge to develop an instrument, a Virtual community of Practices, for DPPs and MTs to support the sharing of practices, sharing of experiences, the interaction at distance about problems and solutions and so on. It is also in charge to provide a localized area for the MTs with a Learning Management System supporting them in setting up specific local online learning activities.

These two components will be developed as an online integrated platform that will represents a reference point, providing non-formal and informal learning as well as a “toolbox” for the community

WP5: Monitoring and evaluation

The Monitoring and Evaluation work package has two main tasks. On one hand an Advisory Board was set up to give advice to the partnership on the strategic and professional development of the project and to contribute to evaluation by providing an independent assessment of the outputs and the potential impacts and outcomes of the core work packages. Working together with the Steering committee and the Project Coordinator the main objective is to assure the quality of the project. On the other hand the work package will focus on the comprehensive evaluation of the two-layered training process, i.e. the training targeting Master Trainers, and the training targeting Drug Prevention Professionals-DPPs.

All project findings, outputs, deliverables and other results will be adequately disseminated and able to the target groups and stakeholders. WP 6 will assure publishing of all materials, brief information, online curriculum, reports, minutes and other materials/activities.
