DESCRIPTION
The National Committee for the Coordination and Planning of Drugs consists of representatives of the relevant Ministries, drug prevention and treatment agencies and EKTEPN- Greek REITOX FP. The role of the Committee is the drafting and supervision of the National Strategy and Action Plan. The National Drugs Coordinator is appointed by the Prime Minister and chairs the National Committee. The National Committee for the Coordination and Planning of Drugs consists of representatives of the relevant Ministries and organisations that are active in the field of prevention.

DESCRIPTION:

The mission of the Greek Documentation and Monitoring Centre for Drugs and Alcohol (EKTEPN) is to collect and process scientifically valid national data on every aspect of the drugs phenomenon in Greece.

It acts as the Greek REITOX Focal Point of the European Monitoring Centre for Drugs and Drug Addiction (EMCDDA), as it is one of the National REITOX Focal Points which operate in the EU Member States, Norway, the European Commission and the candidate countries.

In November 2003, the University Mental Health Research Institute (UMHRI) was commissioned by the Greek Ministry of Health to establish and operate the Greek REITOX Focal Point (Ministerial decision dated 24/11/93), which in 1998 was declared a national monitoring centre in charge of official and representative data collection in the field of drugs for Greece (Government Gazette 291, 24/3/98).

The FP monitors the drugs problem in Greece with the use of European indicators and provides Greek and European policymakers, professionals and the public with detailed information on every aspect of the drugs problem in Greece over time. The data are collected by a nationwide network consisting of over 800 agencies and individuals. Every year, the FP publishes Annual Report on the State of Drugs and Alcohol in Greece and the Greek Bibliography on Drugs and Alcohol. It also reports the Greek data to the EMCDDA.

In the field of prevention, EKTTEPN – Greek REITOX FP / UMHRI has participated in various European (e.g. EU-dap project 2004-2006 EDPQS project 2013-2015) and national projects.

DESCRIPTION
Organisation Against Drugs (OKANA) is a self-governing body of private law. It is a governmental organization (under the supervision of Greek Ministry of Health) with two departments in the field of prevention: Prevention (planning and evaluation) and Prevention Implementation (coordination and supervision) (www.okana.gr). The 75 Prevention Centres across Greece are established within the framework of cooperation between ΟΚΑΝΑ and local authorities and local stakeholders. The role of local authorities is crucial in facilitating the development of plans and strategies to meet local needs. The role of OKANA is to ensure the coordination of Prevention Centres nationwide. Prevention Centres are co-funded by the Ministry of Health and the Ministry of Interior. OKANA has the responsibility for the systematic supervision of the activities implemented by the Prevention Centres. Each Prevention Centre has to develop a 5-year work plan in which local needs are described as well as the interventions that would be developed in order to cover those needs. The 5-year work plans are approved both by their own boards and by OKANA board of directors. OKANA supports Prevention Centres both in planning their interventions and in implementing them. In addition, OKANA launched in 2011 a Training and Supervision Centre in order to provide training seminars in the area of prevention for prevention practitioners as well as for therapists and other practitioners in the field of drug addiction and other groups (e.g. armed forces officers, journalists, members of sport associations, etc.).

DESCRIPTION

“PROTASI – Movement for another lifestyle” is a non-governmental, voluntary organisation active in the area of prevention of addiction and addictive behaviours (drugs, alcohol, tobacco, internet, gambling etc.). PROTASI, which was established in 1988, implements a lot of projects for children, parents, teachers, local community, etc.

In addition, since 1993 PROTASI has been running Creative Entertainment Centre for children and adolescents in order to give children and adolescents the opportunity, by means of alternative proposals, to use their leisure time meaningfully for the purposes of recreation, personal development and creative expression.

DESCRIPTION:

Unit: Epidemiological & Psychosocial Research Unit (specializing in substance use epidemiology and risk/protective factors research) is a national level institution that plays the following roles:

  • Design and implement research (all kinds, large and small scale, primary and secondary, quantitative, qualitative and mixed-method, observational – i.e. surveys – and interventional) in the field of substance use, psychosocial health and associated factor.
  • Translate and disseminate research findings to prevention and policy messages.
  • Collaborate with prevention practitioners.
  • It produces and communicates insight in the field of substance use, psychosocial health and associated factors that is meaningful to prevention practitioners.

    DESCRIPTION:

    The School Education and Health Promotion Department of the Ministry of Education coordinates prevention activities implemented in the schools nationwide.

    At the beginning of each school year, the Ministry of Education publishes a document regarding school-based education on environmental, health, social and cultural issues.

    This document defines main priorities, lists interventions that are promoted for this particular school year and also describes the process from the design stage to the evaluation of interventions.

    Teachers who wish to implement a drug prevention intervention, ‘Health Education Programme’ (HEP), set up a group of volunteer students and choose the topic. Then they design the programme in cooperation with the responsible person for health education at regional level (regional coordinator for health education) and submit it for approval to the School Education and Health Promotion Department of the Ministry of Education.

    At the end of the HEP, teachers report details regarding the implementation to this Department.

    HEPs cover a broad range of topics over and above drug prevention (e.g. diet/nutrition, traffic education, volunteer movement, sexually transmitted diseases, interpersonal relations, dealing with stress).

    Teachers who implement HEPs on drug prevention, prevention of addiction and addictive behaviours and psychosocial promotion, cooperate with Prevention Centres for the purpose of providing training and support to teachers.

    In addition, proposals by universities, governmental and non-governmental organisations for the implementation of school-based prevention can be submitted to the School Education and Health Promotion Department.

    DESCRIPTION:

    Therapy Centre for Dependent Individuals (KETHEA) is a self-governing body of private law, under the supervision of the Greek Ministry of Health.

    KETHEA Prevention Sector and Intervention Network develops and implements prevention interventions mainly in the area of Attica; however, upon request, KETHEA expands its activities throughout Greece.

    The main interventions that KETHEA implements are addressed to schools, high-risk groups (juvenile delinquents, etc.), as well as to local communities.

    In addition, KETHEA has established the KETHEA Youth Centre in Exarcheia, which is open year-round and provides a friendly space where children and young people up to the age of 21 can meet, do things together as well as engage and collaborate with the local community. The goal is to support the personal and social development of children and young people, to prevent harmful behaviours such as substance abuse and delinquency and to intervene when such problems are still in their early stages. The KETHEA Youth Centre provides assessment, counselling, crisis interventions, referrals as well as workshops and seminars in creativity and psychoeducation. The Youth Centre organizes a summer programme of activities for young people aged 10–17 who have not left the city for the summer months.

    KETHEA has published some of the most popular prevention programmes which are implemented by prevention practitioners of the 75 Prevention Centers, teachers, etc.

    KETHEA also provides training for prevention practitioners mainly on the prevention programmes published by KETHEA, as well as on prevention and early intervention.
