Mission statement of the CePT:
  • raise awareness, inform, train, coordinate
  • in the general population and for specific audiences
  • at the national level:
  • MAIN ROLES:
    • General public: information and awareness raising
    • Primary schools (formal education): universal prevention programmes
    • Secondary schools (formal education): alcohol, cannabis, tobacco universal prevention programmes
    • Youth houses (non-formal education): universal prevention programmes
    • THE SCOPE OF ACTIVITIES:
    • to develop a national concept for systematic and structured work on prevention and to implement this concept jointly with existing national and international organisations and institutions
    • to coordinate the work of the various existing institutions and develop proposals for the establishment of new institutions
    • to develop education and ongoing training of interlocutors and providers among adolescents, parents, teachers and socio-educational staff, nursing staff, the Gendarmerie and the Police specialized in prevention
    • to carry out information and awareness-raising work in the form of conferences, discussions, seminars, advertising spots, films, sports events, leisure activities, etc.
    • to collect teaching materials and make them available to any interested person
    • to provide information on existing reception facilities and facilitate access to rescue, assistance and care institutions
    • to implement or commission implementation of regular epidemiological studies of the problem in order to be able to carry out adequate preventive work
    • to have an ongoing evaluation of the work done, in order to adapt to changes and developments

    • THE ORGANIZATION IS RESPONSIBLE FOR:
      • Coordinating drug prevention
      • Providing advice
      • Developing drug prevention programmes and/or policies
      • Monitoring substance-related problems in order to apply the results to improve drug prevention
      • Monitoring drug prevention interventions or programmes
      • Supervising the implementation of drug prevention (e.g. providing advice and guidance):
      • Within the framework of the Municipalities: Prevention Interventions in the framework of European projects, among others.
      • Develop preventive measures that can be directly perceived by citizens, adults or young people in their environment
      • Providing advice and guidance
      • Conducting prevention research e.g. evaluation of drug prevention programmes, epidemiological studies in the general and student population
      • Implementing drug prevention e.g. family- and school-based programmes
      • CePT has developed several prevention programmes in the school sector (formal education).
        - Power Voll program for children aged 6 to 12
        - Tom und Lisa universal alcohol prevention program for young people aged 13 to 15
        - Cannabis-Koffer - a Cannabis prevention program for young people aged 14 and over
      • Providing training on substance use prevention.
      • -Within the framework of formal education and teacher training institutes, many training courses are offered to providers (teachers, social workers, para-medical staff, etc.)
        -Within the framework of non-formal education, a training program for youth centre educators at national level is under way. Many other prevention activities are under way

In Luxembourg, the prevention teams of the police implement drug prevention in schools. This starts at the age of 12, when people are informed about cigarettes, alcohol and cannabis. Later, between the ages of 13 and 14, the harder drugs are also taught. The police work with the young people themselves, i.e. the young people are informed about the various substances by experienced police officers and the health and criminal consequences are pointed out. The National Prevention Team leads the regional teams. The Police is funded from the National government.
