DESCRIPTION:
Associação para o Planeamento da Família –is a nationwide NGO that promotes projects to prevent additive behavior.

APF's mission is to help people make free and conscientious choices in their sexual and reproductive lives and to promote positive parenting. acts in several areas, namely in the prevention of risk behavior. Developed in 2015-2019 a project to prevent addictive behaviors in the municipality of Elvas aimed at promoting health and healthy lifestyles in families at risk of social exclusion or effective social exclusion.

Prevention activities were developed within the framework of the Elvas + Saúde project and consisted of: - psychosocial care, SRH counseling, occupational workshops, maternity and early childhood support bank and distribution of information and prevention materials; training actions for educators / families on Healthy Lifestyles; training actions for health technicians, education and community intervention on the design of Health Education projects; meetings of experts to share best practices in health promotion; broader actions to raise awareness of the general population on holidays / commemorative events, stimulating ludic-pedagogical activities associated with prevention campaigns with distribution of information materials and prevention
THE ORGANIZATION IS RESPONSIBLE FOR:
  • Implementing drug prevention e.g. family- and school-based programmes
  • During the project the issues related to the prevention of addictive behaviors and addictions were worked on; promotion of healthy and responsible sexuality; prevention of violence; and promoting gender equality in both youth intervention and intervention with families. The young people participated in sessions of training of personal and social competences in group (Me and the Others Program), psychological consultations, training for mediators, awareness and information actions. For families, awareness-raising actions were carried out on topics such as: Substance Consumption and Sexual and Reproductive Health and Non-Substance Dependencies. A parental competency program was implemented "More Younger More Family".

  • Providing training on substance use prevention
  • Training activities were carried out for health, education and social technicians. Meetings were also held to promote a space for the exchange of ideas, experiences and sharing of good practices among the various technicians and agents of local institutions, in order to foster relations between technicians from different areas and organizations with direct intervention with populations that are considered vulnerable to health and thus enhance interinstitutional and network work.

  • Community interventions - direct intervention and pedagogical activities in the community, on days and / or strategically defined events. By carrying out these activities, we promote greater awareness of the risk behaviors associated with substance use and sexual and reproductive health.

DESCRIPTION:
The institution involved in drug prevention in Portugal is called General-Directorate for Intervention on Addictive Behaviours and Dependencies (SICAD). Underneath SICAD, there are departments called CRI (Centro de RespostasIntegradas – Center of Integrated Responses), who have a prevention psychological consultation open for everybody who needs it. CRI exist in all of Portugal’s 18 districts. Then there are Programs of Integrated Responses (PRI), known as prevention teams, funded by SICAD and working locally. These PRI are promoted by local institutions, while being funded by SICAD and answering to both SICAD and CRI. As such, we are a prevention team called Abispa-te, promoted by a local charity institution called Centro Comunitário de Esmoriz, funded by SICAD and doing coordinated work with Aveiro’s CRI (Ovar, the town where we work is a part of the Aveiro district)

Abispa-te coordinates drug prevention activities locally (county of Ovar), working with schools and referrals from other institutions, mainly the CDT (Comissão de Dissuasão da Toxicodependência – Comissions for the Dissuassion of Drug Addiction) and Aveiro’s CRI. Community-based universal substance-abuse prevention programs are used in schools. The team works with eight schools and about 40 different classes. It also does selected and indicated prevention, based on referrals from several institutions, mainly the ones stated above.

Division for Intervention on Addictive Behaviours and Dependencies of the Regional Health Administration of Lisbon and Tagus Valley - Prevention Area


THE SCOPE OF ACTIVITIES:
This division coordinates the implementation of prevention intervention in the geographical area of Lisbon and Tagus Valley and has six prevention teams that intervene in different geographic areas:

• Central Lisbon Prevention Team – majority of the parishes of Lisbon City • Ocidental Lisbon Prevention Team – Sintra, Amadora, Cascais, Oeiras • Oriental Lisbon Prevention Team – 5 parishes of the city of Lisbon, counties of Alenquer, Arruda dos Vinhos, Azambuja, Benavente, Vila Franca de Xira, Loures e Odivelas • Ribatejo Prevention Team – counties of Abrantes, Alcanena, Constância, Entroncamento, Ferreira do Zêzere, Mação, Ourém, Sardoal, Torres Novas, Tomar, Vila Nova da Barquinha, Cartaxo, Golegã, Rio Maior, Santarém, Almeirim, Alpiarça, Chamusca, Coruche, Salvaterra de Magos • Peninsula Setubal Prevention Team – counties of Almada, Seixal, Alcochete, Barreiro, Moita, Montijo, Palmela, Setúbal e Sesimbra

Oeste Prevention Team – counties of Alcobaça, Bombarral, Caldas da Rainha, Nazaré, Óbidos, Peniche, Torres Vedras, Cadaval, Lourinhã, Sobral de Monte Agraço, Mafra.

This division coordinates the implementation of prevention intervention in the geographical area of Lisbon and Tagus Valley within the six preventions Teams, seeking to implement prevention interventions guided by principles based on scientific evidence, using the logical model and advocating multicomponent, structured and continued interventions.

Annually defines a prevention regional plan of action, that aims to develop interventions that contemplate different levels of prevention from environmental, universal, selective and indicated, - as well as resorting to different components - regulatory, informative and life skills.

The intervention occurs in different settings or contexts – mostly in schools, but also workplace, community, professional qualification centers, foster institutions, family, university, recreative settings (music festivals, university parties, etc), justice court/prisons, police, etc.

The prevention interventions aims to train the strategic population that intervene with the target population to implement different kind of strategies: informative interactive sessions, life skills programs, and implement regulatory strategies within schools and other settings.

The preventive interventions occur in conjunction and are planned with other strategic partners that intervene with the final target population, among them other health institutions with responsibility for health promotion, or institutions that intervene in the protection of children and young people at risk.
THE ORGANIZATION IS RESPONSIBLE FOR:

  • Coordinating drug prevention
  • Regional Coordination implies articulation and planning of prevention programmes with National General-Directorate for Intervention on Addictive Behaviours and Dependencies that need to be implemented at regional and local level. Coordination of the six Prevention Teams involves: training; technical support; co-working; monitoring of the prevention activities; creation, training and collection of data – Informatic system to monitor prevention activities;

  • Decision-making in drug prevention (Including development of policies)
  • Advisory role
  • Developing drug prevention programmes and/or policies
  • Developing drug prevention programmes, articulation and planning of prevention programmes with National General-Directorate for Intervention on Addictive Behaviours and Dependencies and/or policies, likeMe&Others Life Skills Program.

    Implementation of other life skills Programmes:

    • Trilhos Life Skills Program – Portuguese Program created by Porto Unity Prevention – involves 3 years implementation 7th grade to 9th grade;

    • CAPPYC – Cannabis Abuse Prevention Program for Young Consumers (CAPPYC) (prepared by the Foundation for Assistance against Drug Addiction-FAD-2014),

    • Portuguese adaptation of “Parenting Wisely” Family Skills Program

    • Other programmes were also adapted / implemented by the prevention teams, based on the principles of effective prevention, with a minimum of 8 sessions / 10 hours of intervention per target group, including "TásRede" for selective and indicated prevention levels

    • Short-term skills development programmes have been developed, also with outcome evaluation (minimum of 4 hours and maximum of 10 hours of application per target group), that are integrated in a multicomponent intervention;

    Implementation of a regional project at environmental level “Guidelines to deal with addictive Behaviours in school context”, which involves the operationalization of legislation in face of the consumption of tobacco, alcohol and illicit substances in the school context and foster institutions, early detection and intervention, referral of families and/or young people at risk to the responses of the indicated prevention area from our Division. This project aims to increase the application of Portuguese legislation within schools, train the strategic population for an early detection and motivational approach among students at risk and their families, to avoid random drug testing, and to promote the use of constructive and pedagogical approaches. Involves process and outcome evaluation (results presented at Lisbon Addictions Conference 2017). Another intervention at environmental level is the project of “Alcohol and Tobacco Responsible Selling”, this project has been implemented in different contexts: recreational / music festivals (eg. Rock in Rio – 2 years of implementation), community (surrounding school context, integrated with the “Guideline to deal with addictive Behaviours”, includes intervention near cafes, bars and supermarkets). Aims to increase social responsibility on alcohol and tobacco sellers towards prevention, increase applicability of the Portuguese laws, decrease minors access and alcohol/ tobacco consumption(forbidden to minors of 18 in Portugal). Involves process and outcome evaluation.

  • Implementation of informative programmes, integrated within Life Skills Program and/or “Guidelines to deal with addictive behaviours”. This programmes are structured, process and outcome evaluation included, using interactive approaches, and co-constructed with young people (final population targeted).
  • Monitoring substance related problems in order to apply the results to improve drug prevention

    • The institution develops actions to monitor drug use prevention projects, co-funded by SICAD, and developed by other local/regional entities with which the institution collaborates in the field of drug prevention. These actions consist in giving support to the teams to develop the prevention projects, in the different phases of application, execution and report of the activities developed.

    THE SCOPE OF ACTIVITIES:
    • plan, coordinate, implement and evaluate intervention programs to prevent addictive behaviours and addictions
    • collaborate in the definition of national strategies and policies for the prevention of addictive behaviours, the reduction of psychoactive substance use and dependencies, and the evaluation of those strategies and policies
    • provide technical support for the implementation of prevention programs and projects in the Northern region of Portugal
    • promote the assessment of regional and local intervention needs, define priorities, intervention and resources to be allocated
    • evaluate and supervise the functioning of public child and youth care units
    • coordinate regional and local intervention entities, encouraging the participation of public or private community institutions in the development of prevention actions, within the framework of prevention programs promoted by the General-Directorate for Intervention on Addictive Behaviours and Dependencies (SICAD)
    • draw a regional prevention action plan
    • provide consulting, supervision and technical support to schools, ONG, civil society institutions in the prevention area, concerning the implementation and evaluation of prevention projects for addictive behaviours and dependencies
    • implement structured prevention programs in the community/ school

    • DICAD articulates its entire intervention with the General-Directorate for Intervention on Addictive Behaviours and Dependencies (SICAD)
    • DICAD also cooperates with other public services (health care, social care, justice services, educational services, municipalities), with NGO´s and other civil society institutions, with public and private universities in the northern region of Portugal.

    • In order to improve evidence-based preventive interventions at universal and selective level, and to guarantee the quality of preventive intervention in the Northern Region, DICAD promotes institutional and community support in the field of consulting, supervision and technical support with schools, ONG’s and other institutions in the implementation and evaluation of additive behaviors and dependencies prevention projects in the scope of promotion of personal and social skills, parental competencies, among others; it also supports prevention projects co-financed by SICAD through monitoring, consulting and technical support.

      DICAD has Integrated Response Centers throughout the Northern Region, whose Prevention Teams also develop the direct implementation of structured and evidence-based prevention programs within the community, including programs for the development of personal, social and parental skills in schools and at community level.

    • In order to increase knowledge about addictive behaviours and dependencies at regional level (northern Portugal), DICAD has been investing in the validation of prevention programs for developing personal and social skills (eg. validation of the Risks & Challenges 2.0 Program) and in the validation of evaluation instruments, namely the construction of a protocol for the Evaluation of the Results of Therapeutic Interventions (ASSIST-WHO validation questionnaire for the screening of alcohol, tobacco and other substances), in collaboration with the Commission for the Dissuasion of Drug Addiction (SICAD) of Porto, the University of Minho and the Catholic University of Porto.

    • Aiming at improving training, awareness-rising and dissemination of evidence-based knowledge about addictive behaviours and dependencies in the Northern Region, DICAD promotes training and awareness-rising activities in the prevention area with community professionals, teachers, parents / families, operational assistants and university students, and other youngsters.
