MAIN ROLES:

Department of Upbringing and Integrated Education of the Ministry of National Education is concerned with drug prevention among children and adolescents. The department is responsible for preparing and implementing legal regulations on drug prevention in schools and education system units. It provides conditions for training teachers in drug prevention, including providers of recommended prevention programmes listed in the Recommendation System. They are programmes which have been successfully evaluated in terms of their effectiveness.

Department monitors the implementation of drug prevention programmes in schools and education system units through an online questionnaire. The Department cooperates with such ministries as Ministry of Health, including its agency - the National Bureau for Drug Prevention, Chief Sanitary Inspectorate, Police. It designs recommendations for schools on how to cooperate with other institutions in order to implement evidence-based and coherent drug prevention policy among children and adolescents at local level.


THE SCOPE OF ACTIVITIES:
  • promulgating regulation on the scope and form of upbringing, educational, informational and preventive activity in schools and education system units in order to prevent drug addiction;
  • incorporating in other acts of educational the aspects of drug prevention e.g. in regulations on the principles of organization and provision of psychological and pedagogical assistance in education system units, including psychological and pedagogical counselling centres;
  • amending the law which falls within the jurisdiction of other ministries thus enabling implementing coherent drug prevention policy at local government level including the needs of schools as well as raising effectiveness of actions aimed at education system units;
  • preparing drug prevention guidelines to be implemented in schools and education system units based on the collaboration of the head teacher with the police and county sanitary inspectors;
  • developing the teacher training system in collaboration the Centre for Education Development (ORE, which is a central teacher training institution and improves teacher competences in the field of drug prevention and trains them to be providers of recommended evidence-based drug prevention programmes;
  • implementing the system of support for schools and education system units through developing and disseminating, e.g. through websites such as www.ore.edu.pl www.bezpiecznaszkola.pl, awareness and educational materials on drug addiction and drug prevention for parents and teachers. A great deal of materials are also disseminated through school superintendents’ offices;
  • monitoring actions taken by schools through online survey, which is part of the reporting and educational system;
  • having meetings e.g. with the Parliamentary Committee on addictions in order to keep raising the effectiveness of drug prevention.

MAIN ROLES:
Regional Centre for Social Policy is responsible for developing and implementation of Provincial Drug Prevention Strategy in lodzkie province. The activities in the field of prevention (in lodzkie province) are the following:

- youth camps for students of secondary schools from lodzkie province (workshops on prevention of risky behaviours);

- Information and Consultation Points at the University of Lodz, Medical University and Technical University for students (counselling covers identification of the problem, diagnosis, support, information on the forms of therapy and motivation for entering it);

- training courses for pedagogues, psychologists and form teachers in primary and secondary schools of lodzkie province;

- training courses for police officers, court-appointed family guardians and staff at Special School and Education Centres in the scope of intervention towards binge-drinking or drug-experimenting students;

Prevention is also implemented through non-governmental organizations within the financial resources allocated by the Government of Lodzkie Province under open calls for tenders.

- lectures for parents and pedagogues on early identification of substance addictions;

- workshops on parenting skills for parents and educators;

- increasing availability and effectiveness of interventions towards problem drug users, co-dependents and individuals at risk of addiction, including individuals in a critical and traumatic situation through:

- training in critical intervention for the Interdisciplinary Team;

- workshops and meetings during lessons and extracurricular activities for secondary school students, such actions also included education system staff, who were prepared to run the programme independently in their workplace;

- workshops for children and field games for youth with the use of innovative work methods,

- actions targeted on children and adolescents aged 10 - 18, inmates of Youth Socio-therapeutic and Education Centres from lodzkie province;

- promoting alternative forms of spending leisure time in order to develop passions and interests

- running activities for schools to make them ready to implement tasks imposed by the Regulation of the Minister of National Education of 18 August 2015 on the scope and form of educational, informational and preventive activities in schools and education system units in order to prevent drug addiction. In the course of this activity, training courses were provided for teaching staff, school counsellors, form teachers. There were also supervisions for teachers, family counselling, Fred Goes Net early intervention programme

The tasks of the State Agency for the Prevention of Alcohol-Related Problems under Ministry of Health are as follows:

  • improving knowledge of teachers and educators in modern prevention strategies and work with adolescents, in particular through holding conferences, seminars and training courses, designing and distributing educational materials
  • improving knowledge and skills of parents in family prevention, particularly through the counselling and support hotline for parents whose children drink alcohol and by providing educational materials
  • raising competences of professionals working with drinking adolescents as well as disseminating interventions targeted on drinking adolescents
  • taking action to limit access to alcohol for children and adolescents
